Minutes of Meeting

March 21, 2000

A regular meeting of the Connecticut Law Revision Commission Electronic Communications Committee was held in Room 509A of the State Capitol Building in Hartford on Tuesday, March 21, 2000 at 10:00 a.m. Members present were: Sharon L. Aresco; Wanda Dupuy; Marc Edrich; Gary W. Hawes; Dennis LaGanza; Houston Putnam Lowry; Robert A. Mitchell; Mary Anne O’Neill; Lindsey Pinkham; Jo A. Roberts; Peter W. Schroth; Steven Schwane; and Fillis Stober. Also present was David Biklen.

Ms Roberts opened the meeting.

The members reviewed changes made to Section 2, Definitions, based on revisions agreed to by the members at the February meeting.

The members discussed Section 3, Scope. The members agreed that Articles 3, 4, 4A, 5, 8 and 9 of Connecticut’s Uniform Commercial Code should be excluded from coverage of the act. They also agreed that the act would not apply to the creation and execution of wills, codicils and testamentary trusts to the extent those transactions are governed by other law.

There was discussion as to whether the act should cover real property transactions. The members agreed that Ms Roberts would contact Denis Caron at Lawyers Title Insurance Corporation and ask for his input and whether he would agree to serve as a member of the drafting committee.

The members discussed Section 4, Prospective Application, of the act.

There being no further business, the meeting was adjourned. The next meeting of the Electronic Communications Committee will be held on Tuesday, April 18 at 10:00 a.m. in Room 509A of the State Capitol Building in Hartford.
