The Connecticut Law Revision Commission, at a meeting on October 26, 2010, convened a study committee to review the 2010 revisions to Article 9, Secured Transactions, of the Uniform Commercial Code that were promulgated by the National Conference of Commissioners on Uniform State Laws. The study committee was co-chaired by Neal Ossen and Thomas J. Welsh. The study committee met regularly with a group of advisors to prepare recommendations concerning the proposed revisions. The study committee submitted its report to the Law Revision Commission on December 16, 2010.

During the 2011 regular session of the General Assembly, the Judiciary Committee voted to draft a bill that incorporated the recommended revisions. House Bill 6274 was approved by the Judiciary Committee and was enacted by the General Assembly to become Public Act 11-108. The act takes effect July 1, 2013.
