AN ACT CONCERNING THE LEGISLATIVE RATIFICATION OF THE GOVERNOR'S EMERGENCY DECLARATIONS.
To restore checks and balances to the use of emergency declarations by authorizing any member of the General Assembly to call for a vote to ratify the issuance or renewal of an emergency declaration by the Governor and to require a two-thirds vote for passage of such ratification.
