AN ACT CONCERNING A STUDY OF THE STRUCTURE OF ENERGY POLICY AND REGULATION IN THE STATE AND THE SEPARATE FUNCTIONS OF THE PUBLIC UTILITIES REGULATORY AUTHORITY AND DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION.

To (1) study whether the legal changes in 2011 that led to the creation of the Department of Energy and Environmental Protection accomplished their intended objectives, and (2) study the structure of energy policy-making and utility regulation in other states.
