AN ACT CONCERNING TREASURERS OF CANDIDATE COMMITTEES AND STATE ELECTIONS ENFORCEMENT COMMISSION COMPLAINTS.
To (1) require that the State Elections Enforcement Commission return to a candidate committee treasurer any contribution that does not qualify toward receiving a grant under the Citizens' Election Program, so that such treasurer may return such contribution to the contributor, (2) allow such treasurers to accept contributions through electronic payment service mobile applications, and (3) require said commission to, prior to the day of an election, issue a decision on or dismiss any complaint filed with said commission during the ninety-day period immediately prior to such election that alleges violation of state election law relating to such election.
