AN ACT IMPOSING AN EXCISE TAX ON PRIVATE UTILITY COMPANIES.
To (1) impose an excise tax upon any private utility company for the purpose of funding energy assistance programs in the state and reducing the Combined Public Benefits Charge on end use customer utility bills, and (2) require that each public utility report the impact of such excise tax in the Combined Public Benefits Charge section of any utility bill sent to an end use customer of such utility.
