Substitute for Raised H.B. No. 5437

AN ACT CONCERNING EDUCATION MANDATE RELIEF, SCHOOL DISCIPLINE AND DISCONNECTED YOUTH.

To (1) create an advisory council that provides analysis and recommendations concerning the imposition of new mandates regarding educator professional development and in-service training; (2) establish a state-wide educator professional development and in-service training records database; (3) repeal duplicative training mandates included in the in-service training requirements for educators; (4) add a twenty-mile radius limitation to the mandate that school districts send organic food waste to an authorized source-separated organic material composting facility; (5) allow local boards of education to directly deposit any unexpended education funds into the unexpended education funds account at the end of the fiscal year; (6) expand the reserve fund for regional school districts to include all educational expenditures; and (7) delay implementation of the FAFSA completion requirement.
