AN ACT PROHIBITING CERTAIN ZERO-CARBON POWER PURCHASE AGREEMENTS ABOVE WHOLESALE RATES.
To prohibit the Commissioner of Energy and Environmental Protection from entering into or approving any power purchase agreement with a zero-carbon electricity generating source if such agreement provides for the purchase of electricity at a rate that exceeds the wholesale rate.
