The amendment may result in a minimal cost to the state health exchange, Access Health CT.1 The amendment adds an insurer, appointed by the Governor, to the exchange's board of directors as of October 1, 2014. Exchange board members are not compensated, but are reimbursed for any necessary expenses incurred in service of the board.
