Strike everything after the enacting clause and substitute the following in lieu thereof:

"Section 1. (Effective from passage) Not later than January 15, 2013, the Commissioner of Public Health, the Commissioner of Consumer Protection, the Commissioner of Mental Health and Addiction Services, the Commissioner of Education and the Commissioner of Emergency Services and Public Protection shall, within available appropriations, jointly report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to public health, consumer protection, human services, education and public safety concerning the regulation of certain chemicals in the state. Such report shall include, but not be limited to: (1) A list of chemicals that are present in marijuana or used in the commercial cultivation of marijuana; (2) an evaluation of the effect of such chemicals on the health of children; (3) a description of the change in the frequency that services have been provided by the Department of Mental Health and Addiction Services relating to the abuse of marijuana after the passage of public act 11-71 decriminalizing possession of small amounts of marijuana; (4) a description of the change in the rate of school suspensions relating to the use of marijuana after the passage of said public act; and (5) an evaluation of the effects of decriminalization of marijuana in other states on the provision of mental health and addiction services and school suspension rates. "

This act shall take effect as follows and shall amend the following sections:
