"chemicals. The Commissioner of Public Health shall submit such report to the Secretary of the Office of Policy and Management for review and approval. The secretary shall determine whether any chemical listed in such report, pursuant to subdivision (1) of this section, is critical to the business operations of any employer, as defined in section 31-40j of the general statutes. Not later than fifteen days after receipt of such report, the secretary shall notify the Commissioner of Public Health of any chemical that meets such criteria and the use of the chemical shall not be subject to a ban. The commissioner shall revise such report to include the findings of the secretary and shall submit such report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to public health, the environment and consumer protection. "
