After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (Effective from passage) Not later than January 15, 2013, the Commissioner of Public Health shall, within available appropriations and in consultation with the Commissioner of Correction and the Chemical Innovations Institute within The University of Connecticut Health Center, established pursuant to section 22a-903 of the general statutes, submit a report in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to public health, judiciary, the environment and consumer protection concerning the regulation of chemicals used by the state to inflict the punishment of death. Such report shall include, but shall not be limited to: (1) A list of chemicals used to inflict the punishment of death pursuant to section 54-100 of the general statutes; (2) a description of the methods of storage, security, transport and disposal of such chemicals; (3) identification of the expiration dates of such chemicals; (4) a description of the effectiveness of such chemicals; (5) a list of chemicals used in other states for the purpose of inflicting the punishment of death; (6) a description of any study conducted by a governmental entity or private organization concerning any chemical identified pursuant to subdivision (1) of this section; (7) identification of any ban or limitation on the use of any such chemical; and (8) any other information the commissioner deems relevant. "

This act shall take effect as follows and shall amend the following sections:
