Strike everything after the enacting clause and substitute the following in lieu thereof:

"Section 1. (Effective from passage) Not later than January 1, 2013, the State Elections Enforcement Commission, established in accordance with section 9-7a of the general statutes, shall, in consultation with the executive director of the Office of State Ethics and the Commissioners of Public Health, Economic and Community Development, Social Services, Administrative Services and Energy and Environmental Protection, submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to government administrations and elections, public health, the environment and consumer protection concerning nonprofit organizations that employ or direct volunteers to engage in lobbying activities. Such report shall (1) identify each such nonprofit organization, and (2) include recommendations for legislative action to require such organizations to register with the Office of State Ethics in accordance with sections 1-94 and 1-95 of the general statutes. "

This act shall take effect as follows and shall amend the following sections:
