OFA Fiscal Note
The amendment requires the Comptroller to establish a defined contribution retirement plan for employees hired after October 1, 2012 in lieu of participating in the state employees defined benefit retirement system. In addition, the amendment prohibits changes to the state employees retirement system to be subject to collective bargaining negotiations on or after July 1, 2012. The fiscal impact cannot be determined at this time as 1) it is likely these provisions would require collective bargaining approval and 2) specifics of the defined contribution plan have not been provided.
