REASONS FOR BILL:

This bill makes necessary changes to the statues on state employee health benefits, so that they correspond with the recent SEBAC agreement.

SUBSTITUTE LANGUAGE:

The substitute language changes the title of the bill to An Act Establishing a Task Force to Study the Effects of Collective Bargaining For Certain State Employees. All the language from the previous bill has been changed. The bill now establishes a task force to study the potential effect of collective bargaining on health, pension, and working conditions for any State Employee who is a member of the State Employees Retirement System but not a member of an employee organization. Also amended during committee meeting is that the task force shall be made up of one appointee each from the Minority and Majority leadership of both houses.

Connecticut AFL-CIO opposes this bill. Collective bargaining agreements have in the past been handled thru the CBA not separate bills.
