The amendment strikes the underlying bill and its associated fiscal impact.
Section 1 of the amendment establishes a coordinated system of early care and education and child development, and requires the coordinated system to complete a number of tasks. It is assumed that the majority of the tasks that must be completed by the coordinated system are currently being completed. The amendment requires that they be completed in a coordinated manner. There is no cost associated with the tasks that are already being completed. However, if any of the identified tasks are not being completed; additional costs may be incurred to complete the tasks.
Section 2 establishes the position of planning director, for the coordinated system. Section 2 specifies that the planning director will be funded within available appropriations or funded by donations from private sources or federal funds. If private and federal funds are not available, the State Department of Education (SDE) could incur additional costs of up to $100, 000 to fund the position of planning director.
Section 3 transfers various entities that are related to early childhood education into SDE, and is not anticipated to result in any net fiscal impact.
