The amendment expands coverage under the partnership plan to uninsured veterans. If the partnership plan is pooled with the state employee plan and the additional lives covered affect the claims loss ratio, the cost of the state employee plan may be impacted. The extent to which the state employee plan is impacted would depend on the experience of the additional covered lives which is unknown. In addition, the additional lives covered may impact the premiums charged for the plan.
