The amendment reduces the potential cost to the state and may increase the cost to municipalities identified in the fiscal note for the underlying bill for Sections 1 through 8. The amendment prohibits the state from subsidizing any partnership plan.

In accordance with the amendment, if the partnership plan were pooled with the state employee and retiree health plan, the premiums or other fees charged to participating municipalities and nonprofits would have to be sufficient to cover the cost of providing care for those employers' pools. Under the underlying bill, if the premiums and fees established by the actuary and collected by the Comptroller, were insufficient to cover the costs incurred by the partnership plan, the state may be liable for the additional cost.
