OFA Fiscal Note
The amendment requires the Comptroller to forward all applications for participation in the partnership plan, as established in the underlying bill, to a health care actuary for review, irrespective of whether or not the application is for all or part of the employers' employee or retiree pool. It is anticipate the Office of the State Comptroller will incur additional actuarial costs in order to comply with the provisions of the amendment. The cost would depend on the number of applications the Comptroller has reviewed which is not known.
The amendment may mitigate the potential costs described in the fiscal note for the underlying bill, to the extent that the Comptroller denies coverage for entire groups whose participation would shift a significant portion of risk to the state employee plan and potentially increase costs to the plan.
