After line 39, insert the following:

"(B) (i) Prior to offering a fully-insured plan under subparagraph (A) of this subdivision, the Comptroller shall request approval of such plan by the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and insurance. Each committee shall have thirty days from the date such request is received to convene a joint informational forum on such plan and a meeting to vote to approve or disapprove such plan. If such request is withdrawn, altered, amended or otherwise changed, the Comptroller shall resubmit such plan and each committee shall have thirty days from the date of such resubmittal to convene a joint informational forum and a meeting to vote to approve or disapprove such plan. If a committee does not act on a request or the resubmittal of a request, as the case may be, within that time, the request shall be deemed to be approved by the committee.

(ii) Not later than ten days after such plan has been approved by both committees, such plan shall be filed with the clerks of the House of Representatives and the Senate. The General Assembly may approve any such agreement as a whole by a majority vote of each house or may reject such agreement as a whole by a majority vote of either house. If the General Assembly is in session, it shall vote to approve or reject such plan not later than thirty days after the date of filing. If the General Assembly is not in session when such plan is filed, it shall be submitted to the General Assembly not later than ten days of the first day of the next regular session or special session called for such purpose. The plan shall be deemed approved if the General Assembly fails to vote to approve or reject such plan within thirty days after such filing. The thirty-day period shall not begin or expire unless the General Assembly is in regular session. For the purpose of this subsection, any plan filed with the clerks within thirty days before the commencement of a regular session of the General Assembly shall be deemed to be filed on the first day of such session.
