REASONS FOR BILL:

This legislation prohibits people from using a device to alter the caller ID information on a recipient's phone to display a false phone number or name and make such an act an unfair trade practices act.

RESPONSE FROM ADMINISTRATION/AGENCY:

Richard Blumenthal, Office of the Attorney General, submitted testimony in favor stating that his office has received numerous consumer complaints about telemarketers spoofing. They provide the office with the phone number that they alertly recorded from their caller ID only to discover that the phone number is fake. There are websites that sell such technology called spoofcard.com and telespoof.com.

NATURE AND SOURCES OF SUPPORT:

John Emra, AT&T, appeared in support of the intent of the legislation but recommends that the committee add language making clear that there would only be a violation of the law when there is intent to defraud or cause harm so as to not criminalize legitimate actions by people to protect their personal information.
