"AN ACT CONCERNING THE USE OF FLASHING WHITE HEAD LAMPS BY FIREFIGHTERS AND EMERGENCY MEDICAL PERSONNEL. "

In line 1, before "Subsection" insert "Section 1. "

After the last line, insert the following:

"Sec. 2. Subparagraph (B) of subdivision (2) of subsection (c) of section 7-148 of the general statutes is repealed and the following is substituted in lieu thereof:

(B) Assess, levy and collect taxes for general or special purposes on all property, subjects or objects which may be lawfully taxed, and regulate the mode of assessment and collection of taxes and assessments not otherwise provided for, including establishment of a procedure for the withholding of approval of building application when taxes or water or sewer rates, charges or assessments imposed by the municipality are delinquent for the property for which an application was made, except that approval of a building permit shall not be withheld if the application for such building permit states that the application is made to abate a violation of any state or local health or safety law that may cause injury to a person or to property and a duly authorized state or local fire, health, building or housing official has issued an abatement order to correct the violation.

Sec. 3. This act shall take effect from its passage, except section 1 shall take effect October 1, 2001. "
