              SPECIAL ACT NO. 97-11


AN   ACT   CONCERNING   THE  IMPLEMENTATION  OF  A
PROCUREMENT ANNOUNCEMENT SYSTEM RECOMMENDED BY THE
LEGISLATIVE   PROGRAM  REVIEW  AND  INVESTIGATIONS
COMMITTEE.


    Be  it  enacted  by  the  Senate  and House of
Representatives in General Assembly convened:
    The   Office  of  Policy  and  Management,  in
cooperation with the Department of  Administrative
Services,   shall   prepare   a   plan   for   the
implementation  of  a   procurement   announcement
system,  for  goods  and  services  purchased by a
state  agency,  available   on-line   through   an
interactive  computer  service.  Said  plan  shall
identify technical requirements, estimated  costs,
options   for   implementation   and   a  proposed
implementation schedule. The Office of Policy  and
Management  and  the  Department of Administrative
Services shall submit such  plan  to  the  General
Assembly on or before July 1, 1997.
