SPECIAL ACT NO. 97-7
AN ACT CONCERNING THE MEMBERSHIP OF THE
CONNECTICUT EQUESTRIAN CENTER CORPORATION.
Be it enacted by the Senate and House of
Representatives in General Assembly convened:
Subsection (b) of special act 96-14 is
amended to read as follows:
(b) The corporation shall be governed by a
board of directors consisting of sixteen members,
appointed as follows: (1) Three persons appointed
by the Governor; (2) six persons appointed as
follows: One by the president pro tempore of the
Senate, one by the majority leader of the Senate,
one by the minority leader of the Senate, one by
the speaker of the House of Representatives, one
by the majority leader of the House of
Representatives and one by the minority leader of
the House of Representatives; (3) the Commissioner
of Agriculture, or his designee; (4) the
Commissioner of Environmental Protection, or his
designee; (5) THE COMMISSIONER OF ECONOMIC AND
COMMUNITY DEVELOPMENT, OR HIS DESIGNEE; (6) the
mayor of the town and city of Hartford, or his
designee; [(6)] (7) the mayor of the town of
Bloomfield, or his designee; [(7)] (8) the town
manager of the town of Windsor, or his designee;
and [(8)] (9) a representative of Friends of Keney
Park appointed by said organization. The terms of
the representatives appointed by the Governor
shall be for four years each. The terms of the
representatives appointed by members of the
General Assembly shall be for three years each.
The terms of the other members of the board shall
be two years. The powers of the corporation shall
be vested in and exercised by the board. Nine
members of the board shall constitute a quorum and
the affirmative vote of a majority of the members
present at a meeting of the board shall be
sufficient for any action taken by the board. No
vacancy in the membership of the board shall
impair the right of a quorum to exercise all the
rights and perform all the duties of the board.
Any action taken by the board may be authorized by
resolution at any regular or special meeting and
shall take effect immediately unless otherwise
provided in the resolution. Notice of any meeting,
whether special or regular, may be given orally,
not less than forty-eight hours prior to the
meeting. The board may delegate to three or more
of its members such powers and duties of the
board, as it may deem proper.
