MEETING MINUTES

 

Monday, October 23, 2006

 

3:00 PM in Room 2B of the LOB

 

The meeting was called to order at [ 1] 3:21 PM by Chairman, Sen. Coleman E. S02.

 

The following committee members were present:

Chair Coleman called the meeting to order at 3:21 p.m.

Chair Coleman welcomed everyone to the meeting and noted that the committee was meeting to act on the proposed interim change to the Conservation and Development Policies Plan, 2005 – 2010 from the Town of Franklin.  Chair Coleman also noted that the votes would be held open until 5:00 pm.

 

Chair Coleman also noted that the committee had received notice from the Office of Policy and Management (OPM) that the Town of North Branford’s application for an interim change was unable to be accepted since the Town of North Branford has not updated it’s plan since 1991. 

 

Without objection Chair Coleman opened the meeting to a discussion between the committee and members from the Office of Policy and Management and government representatives from the Town of Franklin.

 

The committee and members from OPM discussed the impetus for the proposal to change the Conservation and Development Polices Plan and the intended use for the change, and that OPM was in favor of the application.

 

Senator Prague was also in attendance of the meeting and noted that on behalf of her constituents she was in favor of the change.

 

Chair Coleman asked for a motion to approve the Town of Franklin’s proposed interim change to the Conservation and Development Policies Plan, 2005 – 2010 in the Town of Franklin approve the 181 parcel of land as depicted in Exhibit A of the Town’s application for interim change, be designated as Growth Area in the guide map.

 

So moved by Sen. Crisco and seconded by Rep. Roy.

 

Chair Coleman asked the clerk to call roll vote to approve the Town of Franklin’s proposed interim change to the Conservation and Development Policies Plan, 2005 – 2010 in the Town of Franklin.

 

Clerk Eric C. Stroker called roll:  five yea, zero nay, five absent.  The motion passed.

 

Chair Coleman noted that this was the only business before the Continuing Legislative Committee on State Planning and Development and had no planned future meetings.  He also noted that the votes were being held open until 5:00 pm and at that time the committee would be adjourned.

 

Chair Coleman recessed the committee meeting at 3:28 pm.

 

The meeting was adjourned at 5:00 p.m.
