Meeting Minutes
October 25, 2005

Committee Members Present –
Sen. Coleman, Sen. Harris, Sen. Fasano, Rep. Wallace, Rep. Miner, Rep. Malone, Rep. Roy
Committee Members Absent –
Sen. Stillman, Sen. Crisco, Rep. Guerrera
Chair Harris called the meeting to order at 9:44 a.m.
Chair Harris then recessed the meeting due to the call of Special Session and noted that the meeting would reconvene immediately following the end of House Session in Room 2C.
Chair Coleman reconvened the meeting at 5:17 p.m. and welcomed everyone to the meeting noting that they the members were there to vote on the proposed interim change to the Conservation and Development Policies Plan, 2005 – 2010 for a parcel of land in the Town of Groton.
Chair Coleman asked for a motion to Approve Paul A. Hallisey, Hallisey, Pearson and Cassidy Engineering Associates Inc. proposed interim change to the Conservation and Development Policies Plan 2005 – 2010 in the Town of Groton, for identified parcel of rural land designation to growth designation.
So moved by Sen. Harris and seconded by Sen. Fasano.
Rep. Wallace asked that the committee be able to open up to questions for either a representative from the Office of Policy and Management (OPM), who referred their recommendations on the parcel of property in Groton, or to Steven Eckhouse, who was a member of the development company who proposed the interim change.
Sen. Coleman opened up the meeting to questions to both Dave Kalafa from OPM and Steven Eckhouse. Committee members addressed and questioned both Dave Kalafa and Steven Eckhouse.
Sen. Fasano noted that the Town Planner is the Quarterback should be the main person deciding these issues and since the town had several opportunities to prevent this development he was in support of changing the land designation from rural to growth.
Rep. Wallace spoke in opposition to the land designation change and that in situations like this the municipality needs to be more active with input on these proposals.
Sen. Coleman said he appreciated the work that OPM has done and feels that the issue is of timing in the town and because of that he would be in support of the change.
Sen. Coleman asked to clerk to call roll vote to Approve Paul A. Hallisey, Hallisey, Pearson and Cassidy Engineering Associates Inc. proposed interim change to the Conservation and Development Policies Plan 2005 – 2010 in the Town of Groton, for identified parcel of rural land designation to growth designation.
Clerk Eric C. Stroker called the roll: five yea, two nay, three absent. The motion passed.
Sen. Coleman motioned to adjourn the meeting, seconded by Rep. Wallace.
The meeting was adjourned at 6:07 pm.
