MEETING MINUTES

 

Friday, February 9, 2007

 

2:30 PM in Room 2B of the LOB

 

The meeting was called to order at 2:41 PM by Chairman, Sen. Coleman E. S02.

 

The following committee members were present:

Chair Coleman called the meeting to order at 2:41 p.m.

Chair Coleman welcomed everyone to the meeting and noted that the committee was meeting to act on the proposed interim change to the Conservation and Development Policies Plan, 2005 – 2010 from the Rodrigue Development Associates (RDA) in the City of Waterbury.  Chair Coleman also noted that the votes would be held open until 4:00 pm.

 

Without objection Chair Coleman opened the meeting to a discussion between the committee and members from the Office of Policy and Management (OPM) and representatives from Rodrigue Development Associates.

 

The committee and members from OPM and RDA discussed the impetus for the proposal to change the Conservation and Development Polices Plan.  OPM was given the opportunity to discuss their recommendation to not approve the change.  Questions were asked regarding the process used to determine the recommendation and why the City of Waterbury’s Planner had shown support for the change at the public hearing.   There was also discussion of statutory concerns by the committee, along with discussion about sewers versus septic in the identified 14.6 parcel of land. 

 

Chair Coleman asked for a motion to approve Rodrigue Development Associates’ proposed interim change to the Conservation and Development Policies Plan, 2005 – 2010 in the City of Waterbury for the identified 14.6 parcel from rural land designation to neighborhood conservation area.

 

So moved by Rep. Miner and seconded by Rep. Feltman.

 

Rep. Feltman expressed his support to approve the application/change because he felt the disagreement between OPM and the city was not over the issue of development but for technical reasons.

 

Sen. Fasano also showed support for the application and approval, yet mentioned how the Conservation & Development Policies Plan and the Smart Growth legislation, PA 05-205 are meant to have the municipalities approve the local plan, not the state.

 

Sen. Coleman noted that PA 05-205 was passed in effort to encourage greater consistency between the state, regional and municipal plans of conservation and development and that the continuing committee is not meant to act as an ad hoc Zoning Board of Appeals, and for this reason was going to vote against approval.

 

Chair Coleman asked the clerk to call roll vote to Rodrigue Development Associates’ proposed interim change to the Conservation and Development Policies Plan, 2005 – 2010 in the City of Waterbury for the identified 14.6 parcel from rural land designation to neighborhood conservation area.

 

Clerk Eric C. Stroker called roll:  eight yea, two nay, zero absent.  The motion passed.

 

Chair Coleman noted that this was the only business before the Continuing Legislative Committee on State Planning and Development and had no planned future meetings.  He also noted that the votes were being held open until 4:00 pm and at that time the committee would be adjourned.

 

Chair Coleman recessed the committee meeting at 3:17 pm.

 

The meeting was adjourned at 4:30 p.m.
