Bonding

A comprehensive budget plan must include two essential elements: an operating budget to provide financial resources for daily activities, and a capital budget to deal with long-term expenditures such as the construction of new buildings. Together these two elements provide both the facilities and the services needed to fulfill the functions of government. Capital expenditures raise special difficulties because they are large and irregularly timed. Projects such as school buildings, streets, sewage facilities, etc. demand long-range planning to establish priorities and minimize the financial impact of large expenditures of public funds.
