PUBLIC ASSISTANCE RECEIPT BY TOWN

The Department of Social Services (DSS) runs many public assistance programs for the state's poorest residents. By far the largest ones are the Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamps); Temporary Family Assistance (TFA, which is cash assistance to low-income families); and Medicaid. All three programs are either fully or partially federally funded. The department collects monthly enrollment data for each program and annually reports on the number of program beneficiaries or recipients by town. The latest annual report covers FY 13.

On average, during the last fiscal year, (1) 11% of the state's population received SNAP and (2) nearly 20% were receiving Medicaid. TFA receipt was considerably less (1%), in part due to the overall drop in program enrollment since 1995, when federal and state welfare reforms were first enacted.

As would be expected, the state's larger cities had the highest numbers of public assistance enrollees. But residents of many smaller towns and cities relied on these programs as well.

Table 1 provides an alphabetical list of towns, their populations, and average monthly enrollments in FY 13 for the three programs.

Tables 2 through 4 provide average enrollment figures and rankings for the three programs, by town.

In Table 2, SNAP program enrollment data show that while the average statewide enrollment was 11%, 26 cities and towns exceeded the average. The highest enrollment percentages were in the state's largest cities, but smaller cities, such as New London and Windham, also had high enrollments. Hartford had the highest percentage of its residents participating in the program (41.8), compared to 25.6% in Bridgeport, 27.7% in New Haven, and 30.9% in Waterbury. Nearly half of SNAP recipients (49.8) lived in six towns (Bridgeport, Hartford, Meriden, New Britain, New Haven, and Waterbury), while the total populations of these towns represented less than 18% of the statewide population.

Table 3 shows TFA enrollments. While in almost every town, less than 1% of the population were receiving TFA benefits, nine cities and towns had more than 2% of their population receiving this assistance. Hartford had the highest percentage (4.3).

Table 4 shows how Medicaid enrollment was distributed across the state in FY 13. The data show that nearly 20% of the state's residents were enrolled in Medicaid. As with SNAP, the state's largest cities also had the highest Medicaid enrollments. Hartford again had the most (47.4%), with the next highest enrollment in Waterbury (39.5%). (The Medicaid enrollment figures do not include the Medicare Savings Program (MSP). The MSP provides Medicaid-funded cost sharing assistance to lower-income people eligible for Medicare Part A.)

* The table was revised on November 7, 2013 to reflect corrections made. These include (1) changing the number of Medicaid enrollees in Darien from 70 to 435 (the smaller figure included only the Medicaid for Low-income Adult population); (2) changing the East Hartford percentage of the population receiving TFA from 4.4 to 1.8 due to a calculation error; (3) reducing, from 1,986 to 1,086, the average monthly Medicaid enrollment in Monroe due to a data entry error; (4) reducing from 2,568 to 172 the average number of SNAP enrollees in New Hartford due to a data entry error; (5) reducing both the enrollee number (89 to 78) and percentage (1.9 to 0.9) for SNAP enrollment in Redding due to data entry errors; and (6) increasing, from 10 to 21, the average monthly TFA recipients in Simsbury (the lower number is the case number). These revisions are reflected in Tables 2 through 4, as well as the revised report narrative.
