JOURNAL OF THE SENATE

The Senate was called to order at 10: 25 a. m. in accordance with the provisions of Senate Rule 9(b), and under the authority of the President Pro Tempore and the Senate Minority Leader.

The prayer was offered by Acting Chaplain, Brittany Kaplan of Enfield, Connecticut.

The following is the prayer:

Dear Lord understanding is one of the greatest accomplishments of life and with it comes wisdom. Amen.

Pursuant to Senate Rule 9(b) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Minority Leader.

It is hereby moved that Senate Agenda Number 1, dated February 22, 2013, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

REPORT

The following report was received, read by the Clerk and referred to the Committee indicated:

State of Connecticut Auditors of Public Accounts, Interim Report Regarding the State Education Resource Center, as required by section 10-4q and Section 10-76n of the Connecticut Statutes for the fiscal year ended June 30, 2010 and 2011. Report received February 21, 2013.

'AN ACT CONCERNING A MODERN METHOD OF FORECLOSURE', to support the Attorney General's settlement with five large mortgage servicers by providing a faster mechanism of short sales and discouraging double-tracking of short sale and foreclosure matters by all mortgage lenders.

GOVERNMENT ADMINISTRATION AND ELECTIONS

H. B. No. 6486 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING CHANGES OF ADDRESSES FOR ELECTORS', to provide that when registrars mail to an elector a notice of change to the registry list due to the elector's change of address, that the mailing be to the elector's new address.

JUDICIARY

H. B. No. 6487 (RAISED) JUDICIARY. 'AN ACT CONCERNING A PROPERTY OWNER'S LIABILITY FOR THE EXPENSES OF REMOVING A FALLEN TREE OR LIMB', to impose liability on certain owners of private real property for the expenses of removing a tree or limb from a tree located on such property that falls on an adjoining private real property.

PUBLIC SAFETY AND SECURITY

H. B. No. 6488 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING THE EVACUATION AND TEMPORARY SHELTERING OF CERTAIN ANIMALS DURING EMERGENCIES', to require the Commissioner of Emergency Services and Public Protection to evaluate state and local resources and plans available for the evacuation and sheltering of certain animals in the event of an emergency and to make such information more widely available.
