The Senate was called to order at 10: 22 a. m. in accordance with the provisions of Senate Rule 9(b), and under the authority of the President Pro Tempore and the Senate Minority Leader.

The prayer was offered by Acting Chaplain, Alice Ann Joseph of West Simsbury, Connecticut.

The following is the prayer:

Lord, help us to love with pure motives and for the good of others. Help us to love unconditionally, expecting nothing in return. Amen.

Pursuant to Senate Rule 9(b) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Minority Leader.

It is hereby moved that Senate Agenda Number 1, dated February 4, 2013, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

'AN ACT CONCERNING THE STRENGTHENING OF CONSUMER CREDIT LICENSE PROTECTIONS', to authorize the Banking Commissioner to use the Nationwide Mortgage Licensing System and Registry for licensing or registration of any person engaged in a financial services industry within the jurisdiction of the commissioner.

S. B. No. 827 (RAISED) BANKS. 'AN ACT CONCERNING PUBLIC DEPOSITS', to update public deposit laws.

JUDICIARY

S. B. No. 828 (RAISED) JUDICIARY. 'AN ACT CONCERNING SEXUAL OFFENDER REGISTRATION REQUIREMENTS FOR CERTAIN PERSONS GRANTED TEMPORARY LEAVE BY THE PSYCHIATRIC SECURITY REVIEW BOARD', to require a person found not guilty of a sexual offense by reason of mental disease or defect who is granted temporary leave to a residential setting by the Psychiatric Security Review Board to register as a sexual offender with the Commissioner of Emergency Services and Public Protection.

S. B. No. 829 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE UNAUTHORIZED PRACTICE OF LAW', to clarify the elements of the offense of unlicensed practice of law and increase the penalty for such offense.

H. B. No. 5392 (COMM) BANKS. 'AN ACT PROVIDING CONSUMER PROTECTION TO CLIENTS OF EXCHANGE FACILITATORS FOR TAX DEFERRED EXCHANGES', to require persons and entities to comply with best practices and standards when they facilitate tax deferred exchanges in this state.

H. B. No. 6337 (RAISED) BANKS. 'AN ACT CONCERNING THE UNIFORM COMMERCIAL CODE AND THE ELECTRONIC FUND TRANSFER ACT', to clarify the interaction of Article 4A of the Uniform Commercial Code and the Electronic Fund Transfer Act of 1978.

H. B. No. 6338 (RAISED) BANKS. 'AN ACT ESTABLISHING THE FINANCE AND BANKING DEVELOPMENT COMMISSION AND THE CONNECTICUT FINANCE CENTER', to encourage financial service companies and banks to establish business operations in Connecticut or to charter or organize under the laws of this state.

H. B. No. 6339 (RAISED) BANKS. 'AN ACT CONCERNING BANKS AND THE ECONOMIC DEVELOPMENT OF LOAN PRODUCTION OFFICES', to make certain revisions to the banking statutes and foster the economic development of loan production offices.

H. B. No. 6340 (RAISED) BANKS. 'AN ACT CONCERNING THE CONNECTICUT UNIFORM SECURITIES ACT', to reflect changes in federal law and clarify the notice and filing requirements for closed-end companies, the securities offerings of which the United States Congress preempted the states from reviewing or registering.

'AN ACT CONCERNING THE POSTHUMOUS GRANT OF SERVICE CREDIT IN THE TEACHERS' RETIREMENT SYSTEM FOR CERTAIN MEMBERS', to allow the Teachers' Retirement Board to grant additional service credits posthumously at the request of a local board of education.

EDUCATION

Proposed H. B. No. 6345 REP. FLEXER, 44th DIST. ; SEN. CASSANO, 4th DIST. 'AN ACT CONCERNING OPPORTUNITIES FOR GENERAL EQUIVELENCY DIPLOMAS', to expand affordable opportunities for GEDs and adult education diplomas and to ensure that recent changes to the GED do not prevent the Department of Education from having access to the examination and related data.
