The Senate was called to order at 10: 47 a. m. in accordance with the provisions of Senate Rule 9(b), and under the authority of the President Pro Tempore and the Senate Minority Leader.

The prayer was offered by Acting Chaplain, Alice Ann Joseph of West Simsbury, Connecticut.

The following is the prayer:

Dear Lord, if others learn from our mistakes, and it saves them from the pain that we ourselves experienced, then it wasn't all in vain. Amen.

Pursuant to Senate Rule 9(b) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Minority Leader.

It is hereby moved that Senate Agenda Number 1, dated January 31, 2013, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

'AN ACT CONCERNING INTERVENTION IN PERMIT PROCEEDINGS PURSUANT TO THE ENVIRONMENTAL PROTECTION ACT OF 1971', to require certain legal entities that fund environmental interventions to disclose their identity when funding an intervention in an administrative, licensing or other proceeding involving a business competitor.

S. B. No. 815 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE CONSOLIDATION OF NONEDUCATIONAL SERVICES', to encourage municipalities and boards of education to consider ways in which to realize financial efficiencies and to promote transparency in school budgets.

S. B. No. 816 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CREATING A REGIONAL COMPOSTING FACILITY SITING TASK FORCE', to establish a task force to study suitable sites on which to sensibly locate regional composting facilities.

S. B. No. 817 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT ESTABLISHING A PROPERTY TAX PROGRAM TO ENCOURAGE THE PRESERVATION OF HISTORIC BARNS', to authorize municipalities to enact a program that will provide property tax benefits to property owners who agree to preserve historic agricultural structures.

S. B. No. 818 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT REQUIRING THE COMMISSIONER OF TRANSPORTATION TO WAIVE CERTAIN INSURANCE REQUIREMENTS FOR BEAUTIFICATION EFFORTS ON STATE PROPERTY ALONG A HIGHWAY', to eliminate a requirement that persons engaging in beautification efforts on state property along a highway obtain insurance before performing such work.

S. B. No. 819 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE POSSESSIONS OF DECEASED TENANTS', to clarify the procedure by which a landlord can recover possession of rented premises if the sole occupant of the premises dies.

S. B. No. 820 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE INTEREST RATE ON DELINQUENT PROPERTY TAXES', to provide municipalities with a local option to charge interest on delinquent property taxes at a rate of twelve per cent per annum, and to amend the manner in which interest on such delinquent property taxes is calculated so that a payment that is only delinquent for a fraction of a month shall not be charged interest for a full month.

ENVIRONMENT

Proposed H. B. No. 6312 REP. LOPES, 24th DIST. 'AN ACT AUTHORIZING A REAL ESTATE CONVEYANCE TAX FOR THE PURPOSE OF FUNDING LOCAL ENVIRONMENTAL, PUBLIC HEALTH AND ECONOMIC DEVELOPMENT PROJECTS', to provide municipalities with a means to fund conservation, open space, brownfield remediation, historic preservation and water treatment and sewer projects.

'AN ACT CONCERNING THE STATE PURCHASE OF DEVELOPMENT RIGHTS FOR AGRICULTURAL LAND PRESERVATION', to allow for the joint ownership of the development rights to agricultural lands between the state and a municipality, when the municipality paid a part of the purchase price for such rights, without having the requirement that all of the subject land be within the boundaries of such municipality.

H. B. No. 6317 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING REGISTRATION OF GROWERS OF SWINE AND THE CONTROL OF CERTAIN DISEASES', to reenact statutory language that was inadvertently repealed and that otherwise enables the Commissioner of Agriculture to prevent the spread of swine diseases.

H. B. No. 6318 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING THE CULTIVATION OF SEAWEED', to encourage the growth of aquaculture industry related jobs.
