'AN ACT CONCERNING UNEMPLOYMENT COMPENSATION BENEFITS FOR SPOUSES OF MEMBERS OF THE ARMED FORCES WHO ARE DEPLOYED OR TRANSFERRED', to permit an individual to receive unemployment compensation benefits for a period not to exceed two weeks while such individual is relocating with a spouse who is a member of the armed forces and has been transferred or deployed, even if such individual is unavailable for work and unable to make reasonable efforts to obtain work during such period.

H. B. No. 5277 (COMM) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING MIXED MARTIAL ARTS', to permit professional mixed martial arts matches to be held in the state and subject such matches to the same regulation that currently applies to boxing matches, including giving the Commissioner of Emergency Services and Public Protection regulatory authority over such matches, requiring the licensing of the sponsors of and participants in such matches, imposing a tax upon the receipts of such matches and requiring compliance with other safety requirements.

'AN ACT CONCERNING THE SAFE USE OF ELECTRONIC DEFENSE WEAPONS BY PEACE OFFICERS', to ensure the safe use of electronic defense weapons by peace officers by requiring training and reporting on the use of such weapons and permitting any person injured by the use of such weapon to bring a civil action against a law enforcement agency for failing to comply with applicable requirements.

PLANNING AND DEVELOPMENT

H. B. No. 6629 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING REGIONALISM IN CONNECTICUT', to eliminate regional planning agencies and regional councils of elected officials by January 1, 2015, and to replace such agencies and councils with eight regional councils of governments; to require the Northeastern Region Council of Governments to develop a pilot program to address the human services needs of the region; to require the Capital Region Council of Governments to develop a pilot program to improve services and cost-efficiency in the region; and to require the Valley Council of Governments to develop a pilot program to transfer administration of the HUD Community Development Block Grant Small Cities Program for the towns of Ansonia, Derby, Seymour and Shelton to such council.

'AN ACT CONCERNING INDECENT EXPOSURE DIRECTED AT PERSONS UNDER THE AGE OF SIXTEEN', to establish that public indecency committed knowing that such conduct will be viewed by a person under sixteen years of age shall constitute a class D felony, and require those convicted of the offense to register with the Commissioner of Emergency Services and Public Protection as a sexual offender in the manner provided for those convicted of a criminal offense against a victim who is a minor.

VETERANS' AFFAIRS

S. B. No. 383 (COMM) VETERANS' AFFAIRS. 'AN ACT ESTABLISHING A MUNICIPAL OPTION TO PROVIDE AN ADDITIONAL PROPERTY TAX EXEMPTION FOR ONE HUNDRED PER CENT DISABLED VETERANS', to provide municipalities with the option of expanding the municipal tax exemption for one hundred per cent disabled veterans.

PLANNING AND DEVELOPMENT

S. B. No. 459 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING LOCAL CONTROL OVER COASTAL AREAS', to authorize municipalities to exempt certain decks, structural components, other than foundations, used to support residences and seawalls from coastal site plan review; to exempt such decks, structural components and seawalls from permitting through the Department of Energy and Environmental Protection; and to require sand, gravel and other materials removed waterward of the mean high water mark of the tidal, coastal or navigable waters to be offered to municipalities and certain special taxing districts for beach restoration before being disposed of.

S. B. No. 460 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING COASTAL PROTECTION MEASURES, ROUTINE MAINTENANCE AND REPAIR OF SHORELINE STRUCTURES, STATE-WIDE POLICY CONCERNING WATER RESOURCES AND PROCEDURES OF THE DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION', (1) To allow certain shoreline structures, fill, obstructions or encroachments in place prior to January 1, 1995, to be maintained and repaired as a matter of right and to make other changes to the certificate of permission review process; (2) to authorize property owners and municipalities to fortify shoreline property in the event of a hurricane warning; (3) to allow any person or municipality aggrieved by a decision of the Commissioner of Energy and Environmental Protection to request a hearing; (4) to prohibit civil penalties due for violations issued by the Commissioner of Energy and Environmental Protection from becoming due and payable until after a hearing is conducted; and (5) to provide that no order issued by the Commissioner of Energy and Environmental Protection shall continue in force for longer than fifteen years, with a possible three-year extension.

S. B. No. 461 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT ESTABLISHING A TASK FORCE TO STUDY MUNICIPAL COASTAL MANAGEMENT IN TIMES OF EMERGENCY', to establish a task force to study the effects of allowing towns to have greater discretion when handling coastal emergencies.

S. B. No. 462 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT ESTABLISHING A TASK FORCE TO STUDY SEAWALLS', to establish a task force to study the impact of seawalls in protecting life and property on the shoreline.

VETERANS' AFFAIRS

S. B. No. 647 (COMM) VETERANS' AFFAIRS. 'AN ACT CONCERNING VOTING BY MEMBERS OF THE MILITARY SERVING OVERSEAS', to permit voters who are members of the armed forces and serving overseas to return ballots by electronic means.

PLANNING AND DEVELOPMENT

S. B. No. 693 (COMM) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING PROPERTY TAX RELIEF FOR BUSINESSES AFFECTED BY MAJOR CONSTRUCTION ACTIVITIES', to authorize zoning commissions to require developers engaging in major construction activities to post a financial guarantee that will fully or partially reimburse surrounding businesses affected by such major construction activities for any property taxes due during the course of such activities.

PUBLIC SAFETY AND SECURITY

S. B. No. 709 (COMM) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING THE SILVER ALERT SYSTEM AND MAINTAINING THE PRIVACY OF A MISSING PERSON'S MEDICAL INFORMATION', to require the Missing Children Information Clearinghouse to establish protocols for maintaining the confidentiality of the medical information it collects, discovers or otherwise obtains.

'AN ACT CONCERNING REVISIONS TO THE EDUCATION REFORM ACT OF 2012', to make revisions and clarifications to provisions relating to teacher evaluations, reading and literacy initiatives, grant payments and the commissioner's network of schools in the Education Reform Act of 2012.

S. B. No. 1098 (RAISED) EDUCATION. 'AN ACT CONCERNING THE EDUCATION COST-SHARING FORMULA', to require the Department of Education to conduct a study regarding the education cost-sharing formula.

S. B. No. 1100 (RAISED) EDUCATION. S. B. No. 1101 (RAISED) JUDICIARY. 'AN ACT PERMITTING THE AFFIXING OF SECURITY CAMERAS TO UNITS WITHIN A COMMON INTEREST COMMUNITY', to allow the unit owner of a common interest community to affix a security camera to the exterior of his or her unit.

S. B. No. 1102 (RAISED) JUDICIARY. 'AN ACT CONCERNING FORECLOSURE WHEN LEGAL TITLE HAS NOT BEEN CONVEYED', to repeal the statutory provision concerning foreclosure by a person to whom the legal title to the mortgaged premises has not been conveyed.

'AN ACT CONCERNING THE APPROVAL PROCESS FOR ASSIGNMENTS OF FUTURE INCOME IN COMMON INTEREST COMMUNITIES', to reform the voting process used in a common interest community concerning approval of an assignment of a right to future income when used as security in a loan agreement.

S. B. No. 1111 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING RATE INCREASES BY WATER POLLUTION CONTROL AUTHORITIES RECEIVING STATE GRANTS FOR WATER POLLUTION CONTROL PROJECTS', to require water pollution control authorities receiving certain state grants for water pollution control projects to obtain the approval of a majority of chief elected officials of all municipalities served by a sewerage system before raising rates, except to the extent such rates must be raised to fulfill obligations to bondholders.

S. B. No. 1112 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE PUBLICATION OF LEGAL NOTICES BY MUNICIPALITIES', to authorize municipalities to publish shorter legal notices in the newspaper provided additional information is made available to the public by other means, and to require any newspaper that publishes legal notices for municipalities to indicate in the index of the newspaper the page on which such legal notices may be found.

S. B. No. 1113 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT ELIMINATING CERTAIN MUNICIPAL MANDATES', to repeal certain statutes that impose mandates on municipalities and to make conforming changes.
