The Senate was called to order at 10: 50 a. m. in accordance with the provisions of Senate Rule 9(b), and under the authority of the President Pro Tempore and the Senate Minority Leader.

The prayer was offered by Acting Chaplain, Alice Ann Joseph of West Simsbury, Connecticut.

I am enclosing herewith the original of Substitute House Joint Resolution No. 2 of the 2012 General Assembly entitled, RESOLUTION PROPOSING AN AMENDMENT TO THE STATE CONSTITUTION TO GRANT INCREASED AUTHORITY TO THE GENERAL ASSEMBLY REGARDING ELECTION ADMINISTRATION.

This resolution was approved by a majority, but by less than three-fourths, of the total membership of each house during the 2012 session of the General Assembly, and is being returned for consideration by the 2013 Regular Session of the General Assembly pursuant to Article Sixth of the Amendments to the Constitution of the State of Connecticut.

'AN ACT REQUIRING CERTAIN DISCLOSURES FOR LONG-TERM CARE POLICIES', that title 38a of the general statutes be amended to require insurers to provide to prospective insureds at the time of solicitation or application for purchase or sale of long-term care coverage, clear and conspicuous disclosure that premiums for such policy may increase at any time over the life of the policy and that the insurer may cancel such policy for failure of the insured to pay the increased premium.
