OLR Bill Analysis

HB 5104 (as amended by House “A”)*

AN ACT ESTABLISHING A TASK FORCE TO STUDY LYME DISEASE TESTING.

SUMMARY:

This bill requires the Department of Public Health (DPH) commissioner to prominently post on the DPH website, alongside other Lyme disease information:

1. hyperlinks to national organizations focused on Lyme disease, including the Infectious Diseases Society of America and the International Lyme and Associated Disease Society;

2. a reference and hyperlink to CGS 20-14m regarding the use of long-term antibiotic therapy to treat Lyme disease; and

3. a comprehensive list of lab tests used to diagnose Lyme and other tick-borne diseases.

The commissioner must annually review the information on the website, update it as necessary, and include it in any DPH electronic publication on Lyme disease. If asked by the chairs, she must also report to the Public Health Committee any updates to the website's information.

*House Amendment “A” replaces the original bill (File 320). It removes the provision establishing an eight-member task force to study Lyme disease testing. It adds the provisions (1) requiring the DPH commissioner to include certain Lyme-disease related information on the DPH website and (2) report updates to the legislature upon request.
