"AN ACT CONCERNING THE PALLIATIVE USE OF MARIJUANA. "

After line 167, insert the following:

"(d) A physician who issues a written certification to a person who is not a qualifying patient or who issues a written certification in violation of subdivision (1), (2) or (3) of subsection (c) of this section shall be guilty of a class D felony. "
