After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective from passage) (a) The Commissioner of Consumer Protection shall require any person who applies for a license as a dispensary to submit a copy of a valid certificate of zoning approval, special permit, special exception, variance or other documentation establishing that the dispensary complies with the zoning requirements adopted by the municipality in which such dispensary is located pursuant to chapter 124 of the general statutes or any special act.

(b) Nothing in sections 1 to 15, inclusive, of this act, or section 21a-243 of the general statutes, as amended by this act, shall be construed to limit the right of a municipality to regulate, through zoning, land use for an existing or new dispensary. No municipal regulation adopted pursuant to section 8-2 of the general statutes shall have the effect of prohibiting the construction, alteration or operation of dispensaries. For purposes of this section, "dispensary" has the same meaning as in section 1 of this act. "

This act shall take effect as follows and shall amend the following sections:
