Explanation

The amendment requires the Commissioner of the Department of Transportation (DOT) to create responsible contractor guidelines for construction-manger-at-risk and design-build contracts and submit the guidelines for approval to the General Assembly by January 1, 2013.

The amendment will result in a one time cost of $50, 000-$100, 000 to the Special Transportation Fund for the DOT to create these guidelines. The cost is associated with hearings, research of the contract methods and formulation of the guidelines.
