The amendment requires the contract awarded for the New Britain to Hartford busway project to provide 75% of jobs to Connecticut residents. The fiscal impact of the amendment is uncertain because multiple contracts have been awarded for the project, which precludes the award of one contract. Also, federal funds are being used to help finance the project, and federal regulations prohibit specifying a geographic preference for employment.

To date, 5 contracts have been awarded for the project totaling $192.3 million, which represents the low bid amounts.
