Explanation
The amendment requires people who receive unemployment benefits for more than 12 weeks to enroll in a job training or retraining program administered by the Department of Labor (DOL) to continue to receive benefits.
The amendment requires DOL to continue to administer its job training and retraining programs within available appropriations. However, to the extent that the amendment results in higher demand for certain programs, additional costs may be incurred. The extent of these costs is unknown at this time.
To the extent that people receiving unemployment benefits may not join such job training programs, there may be a savings to the Unemployment Compensation Fund associated with a reduction in benefits paid out.
