Explanation
A cost of up to $200, 000 to the Department of Public Health (DPH) in FY 13 is anticipated for DPH to adopt regulations defining protocols1 to determine the amount of marijuana that constitutes “an adequate supply” not later than 7/1/13. DPH staff does not have the expertise necessary to complete this requirement without consultants and would incur consultant expenses estimated at up to $200, 000.
