SB 37 (File 22, as amended by Senate “B”)*

AN ACT CONCERNING COST SAVING MEASURES AND NOTICE OF LEGISLATIVE SESSIONS.

SUMMARY:

This bill eliminates the requirement that the secretary of the state notify General Assembly members of special and reconvened sessions either by (1) sending a copy of the session call, via first class certified mail, to their home addresses or (2) having a copy delivered to them in person by a state marshal, constable, state policeman, or indifferent person. Instead, it requires her to deliver a copy of the call to members' Capitol or Legislative Office Building offices.

The bill also eliminates the deadlines by which the secretary must deliver the notices. Under current law, she must notify members by mail between 10 and 15 days before a special session and at least five days before a reconvened session. If the notice is delivered in person, the delivery must occur at least 24 hours beforehand.

*Senate Amendment “B” eliminates the (1) deadlines for delivering the notices and (2) requirement for in-person deliveries to be made by a state marshal, constable, state policeman, or indifferent person.
