OLR Bill Analysis

HB 5523

AN ACT ELIMINATING A CONFERENCE ON ETHICAL ISSUES.

SUMMARY:

This bill eliminates a requirement that the Office of State Ethics (OSE), the Connecticut Humanities Council, and the Joint Committee on Legislative Management (JCLM) conduct a conference in odd-numbered years on ethical issues affecting lobbyists and General Assembly members.

The law continues to require that OSE provide mandatory Code of Ethics training to (1) new members upon their first election to the General Assembly and (2) all members every four years or after significant code revisions upon JCLM's request (CGS 1-81c).
