AN ACT CONCERNING MINOR AND TECHNICAL REVISIONS TO STATUTES AFFECTING CHILDREN AND YOUTH.
This bill restricts the Department of Children and Families' (DCF) duty to disclose records in certain situations. Current law requires DCF to disclose a record, subject to applicable law and without the consent of the person who is the subject of the record, to a DCF employee for any purpose reasonably related to DCF business. Under the bill, such a disclosure may be made only if it is reasonably related to the performance of the DCF employee's duties.
The bill also makes minor, technical, and conforming changes in certain statutes affecting children and youths.
*House Amendment “A” makes minor, technical, and clarifying changes regarding DCF record disclosures.
EFFECTIVE DATE: October 1, 2012
