"AN ACT CONCERNING PERMANENT ABSENTEE BALLOT STATUS FOR THE PERMANENTLY DISABLED. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective from passage) Not later than October 1, 2013, the Secretary of the State shall implement a system to allow for on-line voting by military personnel who are electors of this state and are stationed out of state. On and after said date, notwithstanding any provision of title 9 of the general statutes, such personnel may vote by absentee ballot using such system. "


This act shall take effect as follows and shall amend the following sections:
