REASONS FOR BILL:
The reason for this bill is to eliminate obsolete Boards and Commissions, and to streamline, merge or eliminate reports and other provisions that are outdated, redundant or do not add value.
The substitute language in line 85, after “property.” Inserts “For purposes of this subsection, “state agency” does not include a constituent unit of the state system of higher education, a vocational-technical school or an agency in the legislative or judicial branch of state government.”
Also, in line 86, bracket “For” and insert the following after the closing bracket “Except as otherwise provided, for”.
Finally, it adds “4b-101a” after “Sections” in line 950.

Commissioner DeFronzo supports this bill because it streamlines DAS statutes.

The Judicial Branch has some concerns with some of the language in the bill- all related to the definition of “state agency” and whether the Judicial Branch is included in some of the requirements the bill would impose. They are specifically concerned about lines 28-29 and section 11, line 399.
