REASONS FOR BILL:
To require a tax collector to provide written notification to the Chief Elected Officer, Chief Elected Official of a municipality, and the tax payer before beginning jeopardy tax collection.

This bill clarifies and strengthens language that is already in statute. In this economic climate this could be devastating to a small business. This bill requires the tax collector in writing a detailed explanation as to why he may be exercising jeopardy
NATURE AND SOURCES OF OPPOSITION:
Connecticut Conference of Municipalities (CCM), Ron Thomas
CCM is not aware of any widespread problem that would necessitate this bill. Regarding a similar bill that was raised last year the Office of Fiscal Analysis (OFA) states that it would have a revenue impact on towns and cities
