Higher Education and Employment Advancement Committee on behalf of the Permanent Commission on the Status of Women.

REASONS FOR BILL:

To expand upon the federal Jeanne Clery disclosure of Campus Security Policy and Campus Crime Statistics Act. The bill stipulates a more specific and comprehensive policy to be required of institutes of higher education regarding on campus sexual assault and intimate partner violence.

SUBSTITUTE LANGUAGE:

“Accuser was changed to “victim” to match the terminology that is in the current State Statute.

“Accused perpetrator” has been changed to “accused”.

The word “employee” ahs been removed from the bill. The concern was that inclusion of employees would mean they would be covered in cases of intimate partner violence and that is not the intent of this bill.

A technical change was added to protect the confidentiality of the victim or the accused.
