The Committee on Higher Education and Employment Advancement reported through SEN. BYE of the 5th Dist., Chairperson of the Committee on the part of the Senate, that the substitute bill ought to pass.
AN ACT CONCERNING TEACHER CERTIFICATION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. Subsection (f) of section 10-145d of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2012):
(f) An endorsement issued prior to July 1, 2013, to teach elementary education grades one to six, inclusive, shall be valid for grades kindergarten to six, inclusive, and [an] for such an endorsement issued on or after July 1, 2013, the endorsement shall be valid for grades one to six, inclusive. An endorsement to teach comprehensive special education grades one to twelve, inclusive, shall be valid for grades kindergarten to twelve, inclusive.
This act shall take effect as follows and shall amend the following sections: | ||

Explanation
The bill, which makes changes to the elementary education endorsement, does not result in a fiscal impact, as it relates to certification requirements, and does not change the duties of the State Department of Education.

AN ACT CONCERNING TEACHER CERTIFICATION.
This bill prohibits teachers who receive an elementary education endorsement on or after July 1, 2013 from using that endorsement to teach kindergarten. It thus requires them to obtain an early childhood nursery through grade three endorsement in order to teach kindergarten. Under the bill, elementary education endorsements issued on or after July 1, 2013 are valid only for grades one through six.
