AN ACT CONCERNING THE DEVELOPMENT OF A GENERAL EDUCATION CORE OF COURSES TO ALLOW FOR THE SEAMLESS TRANSFER AMONG PUBLIC INSTITUTIONS OF HIGHER EDUCATION.

SUMMARY:

This bill requires UConn, the Connecticut State University System, and the community-technical colleges (the constituent units) to develop and implement, by July 1, 2013, a general education core of courses. The core must comprise at least 30 academic credits and be offered in each constituent unit's liberal arts and sciences programs and any other degree program designated as a transfer program. If a student earns academic credits from the core and subsequently transfers to a different constituent unit or a different institution in the same constituent unit, the bill requires those credits to transfer towards that constituent unit's core requirements.

The bill requires teaching faculty from each constituent unit to be included in the core's development and implementation. The faculty must be elected in a uniform, system-wide election by the faculty senates representing each constituent unit.
